If you've only got a day or two, just walking around is all you need to do. You can take the funicular down to and back up from the lower and oldest part of the city, where there are many shops and restaurants. There is the Museum of Civilization and several other museums, and we had a wonderful tour of both the Quebec Parliament and the Morrin Centre, which used to be a jail and a college, and is now the only English library in Quebec City - really worth visiting.
Virtually everyone in the tourist sector speaks English, so language is not a problem, and everyone we dealt with was more than friendly. Jean was also very good. We stayed at the Hotel Clarendon this time, and absolutely loved it. This is our first trip to the Old city in the winter time. It was truly beautiful and magical! Even though it was quite cold as expected, there were still so many people out and about. What I will do next time is bring my skates and snowshoes as we saw an open rink at the Plains of Abraham, and people cross country skiing as well.
Still, worth it to walk around to see the sites. Unfortunately, we didn't have time to book any tours, perhaps next visit. Lots of hills, up and down.
Harder with snow so I think this would be a difficult walk for any person young or old who aren't strong walkers or just be very very careful. We enjoyed breakfast at Cachon Dingue, located at Cartier Avenue.

Less crowded than at the Old City. This street also has many shops and restaurants to appreciate. We enjoyed Terrasse Dufferin with its breathtaking views of the St. Every inch we walked was full of beauty and history in the upper town.
Next time we'll add the Ferry to Levi, and a full tour of the Citadel. Nous regretted riens! New years eve street party was amazing. The party life is great in this city in general. Bars and restaurants are all good but overpriced due to tourist location. Paillard is the best bakery I've ever been to, we eat there every day when we visit. Closest to Parisian baking I've ever seen in Canada.

Murphys had really good and well priced food. Very easy to get around the city by foot. We snowboard and the shuttle service to le massif and Mont st Anne is convenient and affordable. Parking is expensive, the drive is long from Toronto, I would consider taking a train next time. We went as a family weekend trip. The hotel was centrally located in an older stone building.
The main building that housed reception was around the corner and easily accessible. We would stay here again.

The reception staff was courteous and engaging with excellent recommendations for food and sightseeing. Always got answers to our questions with a smile. They also sweeten our weekend with bottle of bubbly.. Staff lovely and location fantastic and a very quiet hotel. They sorted out nearby parking at a good rate. All stuffs are welcoming and helpful. Very comfortable and convenient to all shops and restaurants.
Lovely large window and open floor plan. Nice place to stay at a very reasonable price and close enough to the old quebec city and just across the street of a big mall.
